bought a used intake

(Pontiac Performer) but the problem is--it looks used!

How can I restore the appearance to new?

I sand blast intakes too to clean them up. If you don't have a sand blaster, local machine shop should do it for about 10 bucks.

You might try a quick dip in muratic acid. Cleans every type of metal quite well, in fact, too well if you're not carefull, especially with aluminum and other soft metals. Just watch it for a couple minutes at a time.

best way would be a bit more expensive than sandblasting, but yields better results. use a beadblaster then either go onto a polishing wheel or have it powdercoated. the beads are less coarse and give a smoother surface than sand.

I've had success using oven cleaner, but you don't want to leave it on there too long, and you want to rinse it really good

I have min ran through an oven and then a bead blaster at the local machine shop. works quite well cost $20 here
