383 stroker?
Its pretty easy. Eagle makes some nice afforable complete kits. They have plenty of different options, depending on what your after (n/a, turbo, happy gas). I dont have the Eagle kit, but I figure I'm not too far off from your goals & I didnt have to break the bank to do it. As with any combo, the most bang for the buck is in the heads!
r_hodge, I have a '77 Z/28 with a 413" small block and ported Vortec heads. With the weight of our cars, the bigger the cubes the better. I'd recommend a 406 for your car. Chevy High Performance magazine just did a buildup on a 406 with stock Vortecs and 230 dur. @ 0.050" cam with .480" lift, and 9.5:1 compression. They got 428HP and 525 ft/lbs torque. Great budget engine with big block power.

With only a .480" lift cam?! Wow!
That makes me really curious what my 383 would have made on a dyno! It was running flat-top pistons, probably somewhere around ~9.5:1, and a .480"/.480" hydraulic cam!
The heads were just old cast GM heads, so probably nowhere near as good as Vortecs, but still, those are awesome #'s!! 
Anyway, r_hodge, I think a basic 383 build up is gonna cost you at least $3000 - $4000, 'cause aside from the parts, the engine block needs to be machined to make clearances for the crankshaft. Other than that, most of the parts are all typical "350 Chevy" parts, so they're not too expensive

Capn Pete - the Vortecs have created a new era of 400+HP mild street 350 engines, due to the fantastic fast burn chambers, and high flowing ports. The Vortec is Chevy's best cas iron head - in fact it out flows their 2.02/1.60 Phase 2 steel heads according to the GM Performance Parts catalogue info.
You cannot compare the Vortecs to the older 'camel humps'; there simply is no comparison. The Vortecs are awesome heads, - its the reason I went with a set myself.
For the $, its very tough to beat those heads.
