Where is the turning signal flasher?

Where is the turning signal flasher?

My right turning signal on my 95 Formula sticks. At first I thought it was the flasher, so i checked it (or checked what i thought was the flasher) it SEEMED fine. so i checked all the bulbs, but none are burnt out. I was under the assumption that aluminum things in the fuse box were the flashers, but i can unplug both and nothing changes....right signal still sticks, left signal still flashes.

So if those arent the flahers....where are they?

any help is greatly appreciated

The flasher is located under the dash below the steering column. It's a little can about the size of a golf ball.
