Angry security lockout

Ok, I'm having a problem with my alarm or anti theft system not sure which it is. The little red light that is in the dash shows me that there is some kind of problem. I have a 96 Firebird Formula with a GM dealer alarm, the dealer told me it wasn't a factory alarm so I'm assuming it's from the dealership cause it's GM. The car broke down two months ago, and due to me being at school I haven't had time to fix it. The lid to the center console was left open and caused the lights to flash forever until the battery was completely dead. The battery has been dead for a month or more, but we charged it back up. Now to the strange part about the system. The car will not turn over and is acting as if it were a security lock out. The little red light flashes extremely dim, and goes into the fast mode on it's own from time to time, not nearly as bright as normal and just does it off and on. Does the system have it's own backup battery or something that might be dead that is causing the car to go through security lockout? I know this is long but I need to get past this to be able to diagnose the car and get it fixed. Any help will be greatly appreciated.

Thanks,
Aron

there is probably a starter kill relay on it, and there maybe a problem with it. what kind of alarm is it? you would have to look under the dash, normally with a starter kill relay you will notice one wire on the column is cut in half and has a wire spliced to each side, try reconnecting the wire directly together and unplug the alarm brain.
