Headlights come up when turning on car

I've got a '97 T/A convertible that the headlights pop up on when the ignition is turned to the 2nd click. I've replaced the switch and tried removing the fog light relay to no avail. I saw other posts mentioning a "headlight module" but can't find anything specific on that. Anyone got any other ideas?

my lights used to freak out when my battery was shot. they would dance up and down when you used the key fob or started the car. Once I replaced the battery it went away, but it sounds like a different problem.

Sounds like a gear in the headlight motor is stripped. Do they make a grinding noise when they pop up or go down? If so, then that's what it is. You can buy a gear on e-Bay for about $20 and fix it yourself (do a search). I had to do this when I bought mine a couple of months ago.

I forgot about that, I did have a stripped gear also but the battery just made things stranger.

The gears aren't stripped as the head lights work, that is pop up.
I've disconnected the headlight motors and the interior lights still come on like the headlight switch has been turned on. There appears to be a problem elsewhere. Not sure where though.
