does anyone know how to make a AC to DC converter?

Realy not much to them.
A transformer with appropriate input/output ratio and power rating.
A bridge rectifier rated for desired current.
Some filter caps.
A voltage regulator if you want regulated output.
You can probably find a cheap AC/DC converter for as little as you can build one for.
