What rage is referring to is called poly fill. You can find it at any fabric or crafts store. Its used for stuffing pillows. Wool is supposed to be the best material for this use but is very expensive. Acousta-Stuff is also sold for this purpose. The rule of thumb is to use between 1/2 to 1 pound per cubic foot of volume. If you use it make sure it is lite and fluffy inside the box. Don't compress it or it will have the opposite effect and reduce the internal volume of the box.
Personally I don't use the stuff. I've built many speaker cabinets over the years and I've tried boxes with and without stuffing and I don't hear any difference.
