My friend came up with a great idea

They need to build a tough city car. People scuff their wheels, bump their bumpers, etc.
Something with really reinforced, beefy sidewalls, skidplates, dent-resistant doors, etc.

Doable?

most people that live in the cuty dont have cars, i dont think itd be a good seller, and if i did want a city car, id get a smart car, super small, made of plastic and good on gas

There's no point to overbuilding a car like that - it wouldn't sell. It'd be expensive, heavy, not fun at all to drive, and the durability of the exterior would likely long outlast the mechanicals and electronics of the car.

The GTO has a skidplate. And Corvettes still have plastic panels.

It could be fun to drive, and it doesn't have to be heavy! Look at Saturn, with its dent-resistant doors...

They did it.

It was called the entire Saturn line-up.

It failed miserably.

Didn't Chrysler have a concept that was made from recyled plastics and had matte finished, colored plastic panels? Seems like it had a lot fewer number of body parts too......

I would argue it started off very strongly then in typical GM fashion was thouroghly ignored into near irrelevance.

Pretty much! The only problem is trying to park a fullsize truck in tight parking spots.

A truck is pretty much the only way to get a new large RWD V8 vehicle for under $25k.

Well, you can just use color bedliner on the entire vehicle. No worries about scratches and makes panels stronger. They should make the liners go on more smooth, and figure out a way to add metallic colors and spray it on. It wouldn't be completely what the original post was aiming at, but I have thought about this before.
