Part of what makes a Z28 a Z28 is the musclecar look--maybe it could be toned down some, but it needs to be broad-shouldered and muscular, not some little Cavalier thing. The long overhangs, espeically in front, should be cut down to reduce weight and improve handling, and interior packaging must be improved. It needs to be a 2+2; otherwise, Chevy would never build it because it steps on the Corvette.
As far as power, v-6 or v-8, either is fine as long as it delivers. Frankly, with its great cylinder head design, the LS-1's gas mileage is as good as any engine with similar power in a car with the same weight and gearing.
It needs IRS; there is no reason not to have IRS--it can be made strong enough to handle most street/strip applications.
Numbers? How about no more than 3200 lbs; 108 in wheelbase; 180 in length; hard top with stiff frame, ready to hit the track; $30K, with major brake and handling upgrade to about $34K; 6-SP M with sequential shift/automatic clutch option for extra $ (no automatic needed).
