There really weren't terrorists in Iraq before we took out their infrastructure and poorly defended the borders. There were certainly insurgents against us, but if you look at the design of the IED devices they were initially crude and then have recently transformed into the same types that have been used by terrorist groups in Israel, etc.
The current administration always wanted to go into Iraq even before Sept. 11, 2001. And after that, Rumsfield even wanted to attack Iraq because there were more targets there than in Afghanistan (which incidentally is much closer to where Osama Bin laden probably is).
Now if democracy takes root in Iraq as more than a puppet government of the US, and if it can be established in a timely manner than perhaps we will have done more harm then good. However, from the perspective of the welfare of the United States, it was neither the time nor the place for us to be spending our money.
As a matter of pragmatism, we would do much more to ensure the security of the United States from terrorism by taking out the repressive regime in Saudi Arabia, but since the royal family is our friend, we probably won't be doing that anytime soon. Iran would be another place that would probably have been a better choice than Iraq, as it invented militant Islamic terrorism and the young people would be more receptive to the United States.
