I wasn't aware that they made a Buick Grand National police car. 
Yes those cars will be faster than the Caprice, but they can't be putting criminals in the back of those cars. Hence they were used only as pursuit vechiles, not as an everyday patrol vechile for all officers like the Caprice was.
