I've never driven a C4 but with less weight, wider tires and IRS I'd pick the C4. However, if it has 150,000 miles on it without any new parts, the C4 might be tired. In which case I'd go with the newer car due to it being tighter.
C4! Lower, lighter, bigger tires over a Z28, better weight distribution, IRS, and I think even the wheelbase is going to be longer/wider.
The C5 is a shorter car than the 4th gen, but has a longer wheelbase.
I would imagine lap times to be 1-3 seconds different, but, the Vette is still a Vette
and the Camaro, is the Camaro.

The Vette should be a little quicker. Check to see what suspension package is on the Vette. FE1 to Z51, they differ mostly on bushings, shock calibration, springs rates and sway bar thickness. Of course, if you replace components you can put whatever you want.
Maybe ask the Corvette forums; I have the earlier Z51 stuff (there is absolutely NO body role in the corners) but maybe the Z52 or Z07 or whatever might work better in day to day stuff.
My first priority after the engine (it currently is in parts) is a cage of some sort. C-4's are a little too flexible.

My father has a 91 Vette 6 speed. After driving that, my Firebird feels like a Lumina APV minvan with bad shocks. I like just about everything about the Corvette better- driving position, brakes, the "feel" of the car, THE STEERING- very small inputs.
It just feels more connected
I totally detest the attention the car attracts though (its red, of corse), when the time comes for a Corvette it will have to be a very subtle color (mmm Pewter 2000 FRC Corvette).
