Xenon Ground Effects Question?

Xenon Ground Effects Question?
Does anybody know if the front piece of the Xenon Ground Effects kit replaces the whole bumper or does it just attach to the stock bumper? If anybody knows please post the answer.

It's a bumper cover. It goes over the stock bumper and if you look real close you can see where it starts, Right at the level of the turn signals. You can't really tell in person unless you look for it though
