just as the post says... i saw somebody sellin these and i was wonderin if i could put those bulbs in it to make it brighter...

Nope - H9's nor H7's will fit into and H3 housing - the only H series bulbs that I know of that are able to do such are H1's and H4's.

They make 130w H3s.
Most H3 stuff comes equipped with 55w bulbs.
The 100w and 130w bulbs are a direct replacement.
Alot easier than what you are thinking of doing, with the same result.

Side note: More wattage doesn't always mean brighter either. The design of the light itself makes a big contribution. I modded my stock 98 foglamps to take an H3 bulb. Stock they are something around 30w. I put 100w H3s in and they weren't the slightest bit brighter. The factory projector foglamps just sucked and couldn't be made better. FWIW...
