One of my brain dead neighbors hit my car(did not stop to tell either, real nice ).And now I have a black racing stripe on my fender and door. I need some suggestions on how to remove this.I have a buffer if that will make it easier.The car is red BTW.

Are you sure it's tire and not paint?
Tire you should be able to rub off with your finger paint you would have to bust out the wax and buff it off
