stock wheels with chrome lug covers???

i have a 98 camaro with the stock 5 spoke chrome wheels. i saw a camaro in town that had chrome lug covers and was wondering how to do that since the stock black covers are attached to the center cap?

SLP sells the chrome lug nut covers for about $30.

no they arent lugs because the caps are made into the center cap. they may be the ones from slp.
