Do a search on ebay using the keyword "Camaro Headlights"
Make sure you use headlights not headlight.

Those look like stockers with a plastic piece holding a neon ring in them. The reflector is the same as stock.

Do they still use the stock lights or do they have like a brighter light come from them? Or is it just for the that little halo thingy?

Yes yes yes yes! I've been complaining for a year now how piece of cr@p Hondas can get projector headlights but for Camaro owners no luck.

But now I'm broke at the moment, damn it.

Are those home-made? Is that a lighted ring around the lens like a bimmer 5-series?

EDIT: Just realized they arn't projectors . The main headlight shares the same bulb for those 2 chambers (see pic).

Damn it, same old story. This is progress though, I hope.

Just buy the export headlights from GM. Although they don't have the BMW style "angel eye" they have much better reflective properties. Not to mention they have autoleveling and a city light feature.
