I was thinking at first that it might be "Project Prodigy" with a new engine, but after looking *really* hard at the cards on the radiator, it appears to be a 69. Project Prodigy is a 67, but has the same black/red center stripe color scheme. It also has hidden headlights, not the exposed ones like this car has.

Must have converted the heads too!! Water outlet across the front of the manifold. This is a Mini Ram for a standard SBC.

Hay, they would still look great on an LT1. Be a little hard to shoehorn into my 4th Gen. though.
