Just get some ground effects and put on some RS badging.......

I do believe that http://www.afterthoughtsauto.com/ will be able to help you out.

Yea, that's all there is to a Ralley Sport 4th gen. A ground effects package. A lot of people believe that all RS's came with the Y87 Performance package (And alot did. Probably a good 75%) but it wasn't a requirement when ordering one from GM. If you want to go all out, just put all the Y87 componants on as well as the RS ground effects. If you don't know, the Y87 option included, in 96-97;
- Auburn Limited Slip Differential (G80)
- P235/55R16 Goodyear Eagle Tires (QCB)
- Dual Exhaust
- Sport Steering (14.4:1 ratio - Same as a V8)
- 4 Wheel Disk Brakes
So pretty much, get your steering ratio done, buy a V8 rear end and put a dual outlet muffler on your car and you've basically got Y87. Then stick on the ground effects, spoiler and RS badges and voila, Ralley Sport Camaro.

All the RS was is those ground effects and the Badging and MAYBE some different wheels, but I'm not totally sure about that.
As far as it actually BECOMING a RS, it's like turning a Z-28 into a SS. You can get all the parts and make it EXACTLY the same, but it's still a Z-28 badged up to look like a SS. Only with THAT conversion, there really are some things that the SS has that affect performance. The same rule applies to a "RS Conversion" I suppose. You can badge it up like one...and put on the ground effects, but you're only really changing a few appearance items...it doesn't really change anything about the car. You COULD even badge up a base model up as a SS if you wanted too...it's all the same concept.

if i got the ground effects and the badges would i be a 'poser' or not? i don't wanna get people mad that i'm saying my car is an RS when it used to be a reg camaro and i just altered it. or would i not be a poser b/c i got all of the right mods and put the parts on?
Just dont "pass it off" as an RS. Just say it's a Camaro. If someone asks about the badging, then just say "I did the conversion, but it was a Camaro to start with." That's what I'm gonna say about mine. If someone asks about my car, it's a 93 Z28 with the SS conversion done. As long as you are honest with people and don't try to fool them, 99% will be cool about it. Some people are purists and that's ok, but not all of us are lucky enough or have enough money at the time to get the biggest baddest car on the block the first time around. So pretty much, be honest and straight foreward. If people get pissed, that's there problem.
JUST BE SURE that you don't claim it to actually be an RS if you sell the car. If you do, and the people want to be arseholes and happen to look up the VIN for any reason, they could really give you a legal hassle for misrepresentation. That's all. Other than that...I really don't see why anyone would make any sort of a fuss over it.
I would just get the gfx, exhaust and badges. Thats all you really need to make it look like an RS. I dont know anything about them except they're V6s and have gfx and I'd bet that 90% of people you encounter will know just as much. I say tell people its an RS and be happy about it. No one pays much attention to what the 4th gen RS is because its a V6. Also, you're not contending with the "satanistic" Z28--->SS conversion even though those cars are basically identical anyway. The only thing different about the RS is that its an inhouse GM package unlike the SLP/SS ordeal and that takes away from the wrath of god that many people here would wish upon you if you tried to pass any Camaro off as an SS if its not the real thing. If you're just going for the look then I say keep it as simple as possible.
