my paint is so fragile instead of it getting scratched at some points, the paint just comes off on the spots, when my uncle painted it what did he do wrong? my friend said he used too little lacquer thinner and maybe it was in the sun too much, what do you guys think?

on the thin part, is that too much lacquer thinner?
