when i did my SS wheels, this is what we did.
just go get a couple of cans of aircraft paint remover. it took us two coats per wheel. besically though, just spray it on one of the wheels, let it set for about 5-10min to penitrate really good. youll see the paint start to wrinkle up and it should be pretty soft/loose. we then took the wheels out side and shot it with the hose a couple of times and the paint just washed right off. just repeat this for each wheel.
we then painted my wheels so there are some futher steps, but if your getting yours powder'd then you shouldnt have to sand or do any other prep work.
and JFYI, when i asked about getting my wheels powder'd, the guy said if they were painted already he could strip them down before he actually started the process. he wasnt gonna charge me anything either b/c he said he was going to sand blast them anyway.
so unless you really want to do the work, id let whoevers doing the powdering for you do it.
