yes Meissen does have that grille on his car. i would say if you dont keep the carbon fiber finish, paint it gloss black to match the factory headlight surrounds. (i hate body colored grilles and headlight surrounds on LT1 cars) but just personal preference i suppose.
DG Motorsports still sells this grill, and it's much cheaper to get both the paint ready one and the carbon fiber one from them. Here's the paint ready one:

Two years ago when I had to get mine replaced they weren't selling them with the fog lights. I tried cheapo $40 fogs and they sucked. I've got hellas in them now but they're just to fill the holes and are not wired up. I haven't figured out how to get the hellas mounted so the light dispersement is correct... right now they're mounted sideways and instead of dispersing the light horizontally it disperses the light vertically.
Unfortunately it's the 2nd grill that I've owned, Grant! I was in a frontend accident that actually totaled the car three years ago and the grill I bought from you was damaged.
Had to order a new one and custom make the fogs.
The grill mounts to the car using two screws - one on each side - that you have to drill into the bumper where the stock foglights go.
