98 Front clip conversion fitment issue

Sure its been done a million times and searching posts, but my issue is on a 95 Camaro.

Fenders sit lower than hood and hood is setting perfect, shuts perfect, aligned perfect etc. Are there spacers and such to use to manipulate the plastic fenders? I have all the correct brackets.

Also what is to be done to bring nose where it should be? I kept the old headlight bar, chopped sides off. Mounted it with long lock bolts to headlight brackets. THis way i can move the headlight bar back to pull center of nose up.

Do the headlight brackets also need spacers behind them? It seems my headlights will only fit on one side or the other. If I fit them to the outside, there is a ton of space on the inside part. They are aftermarket ones, high end stuff, but same exact size and shape as factory.

For my cousins car, trying to help him out and get him on the road showboating.

Assuming that you have the fender to door gap even at the front edge of the
door, the fenders should be in the correct place, the hood would be the issue.
You should be able to loosen the latch bolts and push the latch down, that is
going to move the hood down in the latched position. The LT1 hood bumpers
are lower than the LS1 on the side, so they shouldnt even touch. I memory
serves my hood latch had to be pushed down as well.
