93-97 Camaros with the front grill replacement come inside.

Does it just cover up what is already there or does the black piece that is already there come off? Either way how does it connect to the car?

The grill attaches to the black part of the bumper with 3M
adhesive (already on the grill when purchased) . Make sure
that you clean the spots on the bumper where the adhesive
is going to stick too with rubbing alcohol. 70% isopropyl
alcohol works fine. Theres no drilling required

Here's a picture of my grille. You can kind of see how it works. I used zip ties to tie mine on. It's from rksport by the way.
