28" tires for 17" rims??

28" tires for 17" rims??
Does anyone make a halfway decent tire that is 28" tall and fits on a 17" rim? Street tires please, no all-terains or anything like that. 
Reason being is that I want to keep the 17" street rims I have now, but the car is geared for 28" tires and has a TH400, so the 26" tires would put the revs up even higher. I'd love to run a 28" tire on my street rims both for looks and for keeping the revs down. Rims are 17"x10" OZ Competitions by the way.
