By "biggest" I'm assuming you mean widest section width.
It would be a 285/40/17. But I have seen a 315/35/17 squeezed on a 9" wide rim and talk about bulge. First time you kiss a curb say bye-bye to your side wall.
90% of people that have the 17x9" use a 275/40/17 because that gets you very close to the stock overall diameter or a 245/50/16.
