Ok I hope this gets good responce because it took me awhile to figure this crap out. The list is strictly preliminary and im posting it so you guys can help adjust it and help me formulate a good plan of action and maybe help save me some money.
#1) Full out head work going from stock to race setup with gm847 and heads done by Lloyd Elliot.(including hardened pushrods, rockers and springs)-$1600
#2) Moser or Strange rear-end W/ABS and that will hold 650+rwhp.-$2200 shipped(Im still debating if I should buy a used one)
#3) Clutch. Maybe a spec stage 4 or something. Average about $600. Will drive on the street but can cope with a stiff clutch.
#4) 3.5 inch driveshaft. -$200 shipped (used)
#5) Driveshaft Loop- $50 (used)
#6) LT headers-$300 (used)
#7) Exhaust work(IE fabrication of pipe from LT's to 3 in system)-$200
#8) DYNO tune- $100
#9) Need to figure out a way to streghten my t56.-$????
#10) Fuel Pump + Bigger injectors. -$400
#11) SFC's-$130
I DO NOT MIND USING USED PARTS IF THEY WILL BE RELIABLE AND CHEAPER.
And the grand total comes out to about $6000 with these prices. Im looking to reduce that if at all possible.
If my prices are wrong or you know a place where I can buy them cheaper or if my prices are too low, PLEASE let me know. If there are any other parts I left out that should be tackled when doing this, PLEASE let me know.

#3 You can probably find an easy pull clutch that has a lot of holding power but doesn't require an athlete to hold the pedel in. That's the nice thing about hydraulic clutches.
#4 Overkill. A good 3" x .083" walled steel driveshaft is plenty.
#8 More like $500+ for a "tune". $100 is only one or two pulls. That's not much of a tune.
I think your $6000 estimate is going to be low before you're done. My guess is that it will be closer to $9000 by the time everything is finished. It's the nickel and dime stuff that really adds up.

first of all, this is not an "advanced tech" post, and you already posted this in LT1Tech.
you forgot $250 worth of gaskets you need.
dyno tune will be closer to $400+
whenever you figure out your budget, take your total and add 50%, because little things here and there always popup, no matter how well you plan it out.

I will be putting this setup together over time. When I can I will get certain parts in and store them untill I get all the parts I need and some extra $ for the "little things" like stephen said. I just got done with the 383 build up and I KNOW first hand how the nickle dime stuff adds up. You are right about my double post, Im just trying to get information from all aspects of this site. Sorry for taking advantage of a useful tool and making something of it. Its internet ***** like you that **** people off. Im 16 and my father is required to work 10 hours a day since hes in the Insurance business and the hurricanes have hit orlando. I figure if he cant help me out then why cant I ask you guys?
