More velocity over rough then smooth runners?

Why does the air have more velovity over a slightly rough surface in the heads over mirror finish in the heads?

should the intake be smoother then the heads? or the same?

small scale turbulence in rough finish effectively reduces drag

and

supposedly better mixture quality from small scale turbulence
breaking up larger fuel droplets into smaller ones

i just shipped out a pair of SuperStock heads today
that had epoxy on port floors, along with another clear epoxy
ontop to "seal " the main epoxy from gasoline and oil
to prevent lifting/loosening...works very well this way !

but in putting very thin film of clear epoxy ...floor becomes very smooth..so far in Dyno and DragStrip tests..it doesn't show up any differences => smooth -VS- rough or 60 Grit finish

usually 60 to 120 grit is OK for finish in intake ports
but it looks like it doesn't make any difference at least in the SuperStock heads i've tested..these heads are highly scienced-out ports with no dead areas.

maybe a better test of surface finish would be on a port like
Rectangle-Port BBC in cast-iron and aluminum
the ports relatively large cross-sectional area might showup differences better between Smooth -VS- Rough
