My take is that it allowed the same 4.00 bore so the blocks could be machined on standard production equipment. For an OEM, running a special bore size is expensive, as are special length rods, but a special CH piston is relatively cheap to insert into regular production, or even buy outside.
As long as the crank was special, the 3.80 gives a 382 (close enough!) vs. 377 from a 3.75.

I believe the crate 383 has standard 5.7 rods.

They also followed that approach with George Baxter's LT1 engine, which ultimately survived and proved extremely reliable at the 1,100+HP level, running 20# of boost. His 383 engine actually started out life with 5.7" rods, but they were replaced with the 5.85" Oliver Billets, when the previous Oliver forged rods started to shown signs of stress.
I'm following ya Fred. That's the route I'd go and that's what I'd recommend as well. Just surprised to see so many guy going with the shorter comp height. There isn't really much to gain (if anything). I'd opt for moving the top ring further from the combustion chamber and the 5.85 gives you that little bit of added security.

I've personaly run a 400+ shot on a 6" rod 396 setup. It was a 1.06 comp height. It went 9.11@155mph at 3400lbs. I have built both combinations, 5.85 or 6" and they both work, but I would suggest using a 5.85 rod. Email me if you need anything.
