head and valvetrain geometry questions

im sure most of you know the answer to this pretty simple question so here goes...

what exactly is measured to determine if a head is 18* as opposed to 23*? is it the valve angle in relationship to the combustion chamber or is it the mating surface angle of the intake/head in relationship to the combustion chamber?

im just trying to visualize what makes an 18* so much better than a 23* head... im assuming theres a shorter or more direct path to the combustion chamber in an 18* head but im only guessing.
