Will normal small block heads fit on a 400 small block, or are there 400 small block heads?? sorry not very knowledgeable!!

Yes they will, just drill the steam holes using a 400 gasket as a template. I've seen guys on here say they don't have to be drilled, but I wouldn't try to out think the factory engineers. Also, if the chambers are really small, the edges will overhang, so watch out for sharp edges that could cause preignition.
