Smog pump question

What does pumping fresh air into the cat do? Does it allow extra fuel to burn before it reaches the cat to get better emissions? Or does it just "dilute" the exhaust to cheat emissions....

My understanding is it allows the exhaust gasses to have abundent oxygen to make sure as much of it gets neutralized as possible. Why do you ask?

it acts like a cutting torch when you add oxygen it gets hotter.
