rebuilt engine won't idle

Ok so i finally got around today to reducing the fuel pressure to 35 because it was running pig rich with the 30 lbs. Then i timed it to 8 degrees. I cant get it to idle though, i left off and she just dies. I cant figure it out. Its getting fuel, no vaccum leaks ( at least im pretty sure there aren't any)..new plugs, wires, cap and rotor...new pcv valve...

I mean should it be able to idle even if its new...or do I need to like put some load on it...drive it up and down the block or something

its doing the same thing it did when i first got it (before rebuild)...it couldnt idle then either but alot of **** was wrong...ignition, pcv wasnt in, bad plugs etc etc..But after about 20 mins..it was able to idle on its own and if i took it down the block and stuff it would idle after i parked it..

Idle Air Control valve and an idle screw...do I have these? and where are they located

I know my under intake has a bit of filth in it...maybe my idle air control valve is covered possibly?...

IAC is on the bottom side of the throttle body and the minimum idle screw is on the throttle right behind the throttle cable. You will have to remove the piece of metal covering the head of the screw if you want to adjust it.
