Horsepower rating

In 1988 was the horsepower measured at the crank or at the rear wheels?

All GM factory HP ratings are flywheel(engine) not at the wheels.

True, but they did change from gross to net in the early 70s

Too many variables from model to model to sell a WHP rating. There will be a different HP rating if the car has an automatic or manual transmission or even which gear ratio is in the diff. How do you sell cars with identical engines but the one with a manual transmission has a higher RWHP rating? Joe Public will complain that the engine with the automatic should produce more HP.
