High Shift Point?!

I just got a 89 IROC-Z 5.7, had trouble w/ the security key system and people on here were very helpful so now i have anohter question for everyone. The car is stock i belive except for 4.33 gears out back. When I floor it the transmission wont shift until around 6500-7000 which having a 5500 redline to me is not a good thing. Shouldnt the 700r shift at or aleast around redline?? The car pulls up till 6500 or when it shifts and doesnt sounds or feel like it wants to break but its just a lil disconserning to me.

That or the TV cable could be out of adjustment. How does it behave at part throttle?
