Electric fans

Are they supposed to be on when just turning the key AND NOT being in diagnostic mode?

Only if it's hot enough to kick them on, or possibly if the A/C switch is on. If the A/C is off and she's not hot and they're coming on with the key...they're either straight-wired or you have a bad fan switch/relay.

The car is cold and the AC isnt on. The car constantly thinks it is in diagnostic mode I suppose.

I don't think your car is in diognastic mode,I agree with TGJ that your fans are straight(hard wired)wired,or your relay is stuck,or a bad temp sensor.

They shouldn't come on in diagnostic mode IIRC. I know when I hook one to my Snap-On scanner to pull codes at work they don't come on.

Ford vehicles will turn them on for a few seconds during a KOEO diagnostic test, but as I recall GM cars won't do it unless you're running an ECM output test (checking relays and such.)

Check your wiring. Straight-wiring the fans is a common band-aid for these cars.

What do you mean by straight wiring - that whenever the ignition is on or vehicle is running, that the fans are turning? If so, they cant be - the fans turn off when the vehicle is started.
