Gives you a louder sound and less back pressure. It can either help or hurt performance depending on the eaxust that is on the car.

Depends on where it is placed. Most guys out here in cali put it right before the piping goes over the axle. If its not before the cat, it won't affect the emissions, and the only thing you would have to worry about is a noise violation. But seriously, it depends on the motor. On my stock motor 86 LG4, at idle, you could not tell it was open. Running yeah it was alot throatier than through the catback, but still not as loud as trucks or motorcylces and shiz.... I say go for it. I gained 5rwhp in the upper rpms vs closed. Its really good up top. Its not considered "illegal" around here really, I would have to say most f-body enthusiats around here have one. Its a really popular item. And I haven't run into an exhaust shop yet that had a problem mounting it behind the cat.
