Computer chips are more for the stock car, and since you want to mod, it wouldn't be worth it, unless you have a custom prom burned for you. Check out this forum, this same question is asked at least once a day, so look around and I am sure you will find what you are looking for...

A better torque converter from Precision Industries would be awesome for sure. It won't be cheap but it is WELL worth it.
Smaller things would be Porting or just port matching the TPI parts is worthwhile, making sure to port the small cast-in wall behind the throttle bore openings. K&N air filters and a homeade ram air setup works wonders, fine a used throttle body air foil if you can. Changing to a 180 degree thermostat and bypassing the throttle body coolant hose to keep the intake a little cooler.
A change to a larger camshaft would improve power a lot since 86 was the year they went with an extremely small camshaft which dropped 15 or 25 hp...I forgot the exact specs on it. Comp Cams can help you find a new cam.

Can you find out what gear rati your axle has? If it's 3.23 or 3.42 I'd just workwith those for now and get stickier tires. BFG makes a pretty sticky drag radial that looks great on stock IROC rims. sized 245/50/16 or 255/50/16. Goodluck!
