When you make idle adjustments with the screw, your TPS voltage will change. That set screw will move the linkage forward to open the throttle blades more or backward to close the throttle blades. Of course, adjusting that will change your TPS voltage so after getting your IAC counts into the right zone. you will have to readjust the TPS. Like I said, if you did have to make a lot of adjustments, the TPS might be way off. Anyways, thjat is something to check after you get the IAC done.
I don't have a shop. My shop is my garage. If you were in Madison, I might be able to show you what I am talking about as far a swhat you are doing.

my TPS is on at 53 volts
i dont have a scanner so it looks like i need my sunoco peoples computer
a big question is can the cold start sensor be bad and therein choking the idle out with crappy info or is it the IAC, the computer should tell the story
i broke her in today, what a pleasure to drive, awesome power and nice suspension i am very happy

IF the IAC were not adjusted properly, it might be asking for more air and the IAC might be maxed out and then it would run rich. Hard to say till we get IAC counts.
Cold Start Sensor? You mean IAT? Hard to say without the scanner. It should tell you what the temp is and you can compare it with a thermomemter. You leave the car outside overnight and turn it on with the scanner attached and you can see what temp it reads and what the termometer says and it should be close.
You might also have a cold start injector that is clogged. Do you have 8 or 9 injectors?
