A/C question. blowing the fan fuse

A/C question. blowing the fan fuse
When I turn on my A/C the fan fuse blows. Does this mean the fan itself is shorting out? I'd like to have my A/C. It blows ice cold and I have no defrost in this rainy *** weather.
