build me an engine that....
check my sig
.. . but im massive need of a victor jr intake and longtube headers, most seem to be runnin 11.70's.. with victor jr and longtubes... my car's a little "eh, SCREWED" lol.. so im barely pullin stock ls1's lol. kinda goes with my territory there .. spend lots of money and the car is slower than it was b4 lol.. EH !

You said cheap. It won't be as cheap without the bottle. That said...
Pistons... JE, SRP, or Weisco, 10:1 with a 64 cc head, a set of KB hyper pistons can be used if you don't want to spray
LT4 PM rods from GM
A stock 10/10 steel crank
A set of Vortec heads modified for larger springs
Cam... I'd go with a cam and lifter kit myself, cheaper that way
Comp. NX268H
224/236 Duration, .477/.490 lift, 113 LSA (for nitrous)
or a Comp XE274H
230/236 Duration, .490/.490 lift, 110LSA (without nitrous)
Edelbrock intake for Vortec heads
Holley Street Avenger carb.
A set of 1.52 roller tip rockers or a set of 1.6 Comp. Pro mags
Clevite 77 bearings and ARP bolts
You'll edge out the LS1 with the non-nitrous combo, and dominate with the nitrous setup.
If you want to get a little more daring, you could slip a 406 between the fenders and really dominate the LS1 crowd. The budget 406 I built for my S10 made about 480 lbs of torque at the wheels (we had to get 3 people to sit in the bed while it was on the dyno).

Go with:
Motown 415 short block
Ported L98 or Vortec heads
Comp cams xtreme energy cam (pick how wild you want to be)
Performer rpm or Vortec intake
L/T's
That should leave those pesky heads/cam LS1's far enough behind you to make them wonder what just happened.
You can get all that for 4k
Of course you will need other items rebuilt or replaced to handle that.
Or you could try a RamJet 350. GMHP had an article about how well they go into 3rd gens. Imagine your 84 with more power than a lightly moded ls1 while weighing less

FYI, Mild LS1's (Auto's with gears/convertor) can run high 11's.
If I were you, I'd build a cheap carbed 355. A standard 4" block bored .030" over. A stock cast crank should do. PM LT1 rods, Hyper high comp pistons (~10.5:1). A set of Darts, AFR's ($), or as a last resort, Vortecs and you should be good to go. A nice .6XX" lift and ~220-230* duration cam and you should be ready to rock!
Good luck, and don't forget about a 3.75" crank if you're feeling wild
cough*383's rule*cough
NOTE: Depending on miles, a tranny rebuild may be necessary. The rear end might need some beefing up as well, along with some gears to take advantage of the carb'ed motor.

That's a lot of lift for that little bit of duration Corey. He'd be using some seriously fast ramp rates on the cam so the springs and other valve train parts would have to be extremely strong to handle it. It would sound pretty wicked though.
BTW, check your e-mail.
Hey, you ran the TA at the strip now?

I've easily eaten up many SS's,Z06's and a couple of the new Stang's. Try my setup...SB406, KB Hyp. flat tops,Pro-Topline 200cc runners 2.02/1.60 with port job, Doug Herbert solid roller cam (special grind but we could help you for your needs), RPM Performer, and a 750 Demon. Ive ran 7 flats on street tires(255/60/15 Cooper Cobra's). All this in a 3800lb 75 camaro with a TH350 and 3.73 gears. Just a suggestion.
I have a .030 over 350 with hyperuetectic flat top pistons, a comp 274 cam, 1.6 roller rockers, stage III ported vortec heads, hedman long tube headers, a port matched rpm vortec intake, holley 770 carb. I have nitrous also but havn't tried it yet. I probably only have about $3500 in the motor and i've taken out Z06's and vipers in my car. My best et is 11.80 at 116 on the motor.
