take off your air filter. On the driver side you have your throttle cable.Right on that bracket you will see a throttle stop screw.adjust that to raise or lower idle.

I found the cable that you were talking about, but it is not holding the throttle any wider than it would normally be, i couldnt even get it go push towards the front of th car at all, telling me that its at its limit, and isnt going to go any lower. Is there another way to mess with the idle speed?

There should be a adjustment screw that prevents the throttle from closing any more. That another look it should be there.

If the throttle arm is resting on the idle stop screw and the idle is still too high STOP. It's not your idle speed screw adjustement. It's either the IAC (that allows the ECM to control idle speed) that is frozen slightly open and needs to be replaced or you have a massive vacuum leak somewhere. I suppose it's also possible the coolant temp sensor is feeding bad info to the ECM, thinking the engine is really cold and raising the idle speed (the ECM raises the idle speed when it thinks the engine is cold), but that should evenutally throw a check engine light.

If I had to guess, with no other info, I'd say your IAC is shot. It's a pretty common part to go bad on GM TBI engines. It's screwed into the side of the throttle body and has an electrical connector going to it. It unscrews from the side of the TB (has a big giant hex-head on it you can put a wrench on). Unscrew the old one, screw in the new one, plug the wires back in.

I was out under the hood before you posted Damon, I screwed the screw towards the front of the car some, and im down about 650-750
it may be fixxed (hopefully)
if not, as you said, the check engine light will come on, but ive been idling too high for about 3 months, and no light (yes it works) so i just think someone messed with my screw (ive only had the car since May.
