my e-brake is on and its not disengaging evan after i reles it to its "off" position plz help

 

Spray WD-40 or penetrating oil on the cable at points that it rubs on and where it goes up into the tunnel to the ebrake handle. Crawl under and see where the cable is loose and where it's tight, work the cable from there.
