92 RS-Brights and Dash lights not Operating

92 RS-Brights and Dash lights not Operating
Just bought a 92 RS. The Dash lights and brights don't work along with the cruise control. I noticed he has the connection to the bright bulbs diconnected. (May-be blowing fuse when activated, I haven't checked) Any help would be greatly appreciated. Thank you, troy. :(
