Re: 89 RS Camaro Upgrades
He's right.
In High school a buddy of mine had a Firebird with a 305. He put a cam, carb headers and exhaust on it, and it was still pathetic.
I'd suggest talking to your local junkyard about getting a good 350 core motor. Then shop around for a decent rebuild kit, and a good machine shop.
If you do it in stages, you will not lay out a bunch of money at once. Also, if you strip the block and clean it up before it gets to the machine shop, they may knock off a little bit because you saved them some work. Ask first though. Because they may have a guy who can strip an engine in 20 minutes and have it in the bath, or whatever that shop uses.
You can find stroker kits pretty cheap these days for 350s, and as long as you are just going N/A and not spraying or going FI, you can get one with a nodular crank, and non forged parts. It will save you a bundle, and the cubes are what will make the power.
It would also be good to look out for a good set of heads, or someone who can port them for you. This will be the expensive part. QANd it is a good idea to port match the intake as well.
I'm just assuming you are not looking to lay out a pile of cash. But honestly even a stock 350 rebuilt to a 383 with a mild cam and good carb would be a great engine.
Everyone assumes they need to do AFR stage 3 heads and forged rotating assembly and twin turbos, but with a well thought out combo, you'll have a very dependable very powerful car.

Re: 89 RS Camaro Upgrades
or if you want to do something truly weird, stroke your 305 to 334
http://www.strokerkits.com/305__.htm
But here is an affordable stroker kit for the 350,
http://www.strokerkits.com/383.htm
Also check ebay for good prices, this one has valve springs, cam, timing chain, valve covers, etc in addition to the stroker kit, for 575 bucks

Re: 89 RS Camaro Upgrades
i dont think it really matters on year. year difference was mostly in head design and compression. that wont matter when you build a motor to your liking. most sbd 350s are about the same. unless you go 2 or 4 bolt rear main.
