How do "guide numbers" work?

I've seen several references to a "guide number" in discussions of dealer allocation.

My understanding is that the guide number is based off of sales of Camaros at that dealership in 2002, weighted also by sales of more recent Mustangs in that region.

Two questions:

1. Is the actual guide number simply an estimate of the actual number of cars that will be allocated to the dealer, or does it work a different way?

2. Is it possible for a dealer's allocation of Camaros at launch to be zero?

It has NOTHING to do with 2002 sales. It has to do first with the dealer's average overall volume (over the past "x" years), weighted 70%, and second with the sales of comparable cars (Mustangs, Challengers, 350Z, etc) in the area demographic, weighted 30%.

Zero "at launch" ? Highly unlikely. Of the, say, 10,000 expected to be produced by end July, the highest allocation I know of is 67 at Classic Chevy in Grapevine, TX and I've seen some here with as little as 3. "At launch" is a little deceiving because, I assume actual production will be weighted the same way. For example, Classic will get 20 cars while sometime during that 20, the guy with an allocation of 3 will get only one.
