98 Z28 Fuel Pump Circuit Diagnosis

Intermittent starting problem: Engine will crank, but not fire sometimes. I have had to replace relays a couple of times in the last 5-6 years. I checked fuel pressure, have 60 psi with ignition on and 60 psi with engine running. Here's the confusing part, when I turn on the ignition, the fuel pump energizes, but DOES NOT turn off after 2 seconds. It keeps running until I turn off the ignition. I'm not sure on what to do next to determine if it is a wiring problem or the fuel pump is bad. Anyone with advice would be greatly appreciated. BTW, this is an awesome forum.
