If you are still OBDII you have two choices, LT1Edit and Tunercat (now called Jet Dynamic Spectrum Tuner). I have used LT1Edit and found it lacking. Not very many adjustments, 3D tuning never fully implemented, support almost non-existent.
I have not used Tunercat on OBDII, but it has a lot more features and adjustments. And addtional licenses are $50, vs. $150 for LT1Edit.

I've been using Jet DST to tune my 67/96 and have been very satisfied. It is VIN locked but initial purchase is good for 4 VIN's with additional VIN capability available at extra cost. For your own car, a spare PCM, and maybe a buddy or two, it works just fine.
Is it the best? I have no idea as this is my first foray into retuning factory computers. It seemed like the best bang for the buck when I looked into it about 3 years ago when planning my swap. I have no regrets so far.
Understand that retuning can be a very time consuming process. For a stock engine don't expect huge gains in performance. If you are doing mods, retuning becomes a necessity.
