Why is my new paint 3D looking ?

Post Why is my new paint 3D looking ?

I had Chevy paint my car awhile ago and I still don't know why it looks like a hologram on my car . It is hard to describe.
Also the paint where my lights are below the hood feels oxidized now and it was not before the paint job . What could cause this ? I am going back for some buffing they are doing for free on Monday . My car is Black.

What you feel below the hood is probably over spray, dont know about the other look, could be sanding scrathces.
