Then again, if you like the car and can afford it, you make the decision yourself. It's your money.
There are some high mileage LS1's around and I haven't heard too much bad stuff about the reliability. As long as it has been maintained and you keep up with it, too, you will get a lot more miles out of it.

I say if you like the way it looks and drives then go for it! These cars are reliable as long as you do the normal stuff. The price seems decent but I know you could find a better deal if you look around. Good Luck in whatever you do.

I have a '98 WS6 with 44K miles and the only issue I've had with it (previous owner only had minor warranty issues) was a fuel pump that decided to take a dive and a speaker that went out. Still has stock brake pads, rotors, clutch, and 2 of the stock factory tires for that matter (But I take it pretty easy).
A close friend has an IDENTICAL '98 WS6 with higher mileage. He drives his pretty hard and he lost his tranny right before the warranty ran out (lucky, lucky). But other than that, his has run flawlessly for him.
I'd highly recommend the upgrade but I'd negotiate the price. I'm assuming it's not a WS6. I think the mileage is too high to justify the price. Is it a dealer?

My gut reaction was that even 12,999 was too high. But then I surfed ebay, carsoup, and autotrader for awhile and wasn't really able to prove myself wrong but there weren't a ton of cars to compare to.
However, it is spring and these cars will obviously demand a higher price than if it were December. But also keep in mind that a dealer will always mark up used cars by as much as possible because there's a higher margin to be made than off a new car (unless its an SUV, but that's another topic).
Being the cheap SOB that I am, I would recommend that if you really want this particular LS1 (assuming you've researched and looked for others in the area) then I would go in there with both negotiation guns blazing and don't be afraid to walk out if you don't get your price. In most cases, I'm betting you won't hit the door before they're chasing after you. That way, you'll end up with car that you want AND have achieved the best price for it.
So get creative. Make up some story about only being able to afford $12K and go from there. They're not going to kick you out of the store for trying to get a good price. In doing this, you will have to sit through a lot of mindless chatter and salesmanship but just stand firm with an offer until they counter-offer. They'll ask you things like "where do you want your monthly payments to be?" Ignore all that (I'm assuming you've already figured out that it will fit your budget). Say you're only concerned about the cost of the car, and you want to pay xxxxx for it and "how close can they come to doing this?"
Once they counter offer, you can figure out where to go from there. If you say 12K, they'll say 12.8K. And so on. Stand firm.
Are you getting financing from the dealer? This can be a negotiating tool too (in other words, ask that they make concessions on the price of the car in order to win your financing business - or threaten to take your finance business to the bank).
I'm 99% sure they will go less than 12,999. Heck, I got my last new car for $100 over invoice. I made them show me the invoice before I even started negotiating.
Let me know if you have any other questions.
